Adjustment of shipping export release information at Shanghai Port
Recently, there will be a relatively large adjustment in the sending link of Shanghai seaborne cargo export release information.
According to the requirements of relevant laws and regulations and actual supervision requirements, Shanghai Customs adjusted
the time node of the "Export Electronic Release Information" sent to the port area to the point where the goods received the 
"Agree to Load" instruction, that is, the loading manifest was successfully warehousing. If the goods have not received the 
"Agree to Load" instruction, no export release information will be sent.
At the time of export declaration, it is necessary to pay attention to the two links of general air waybill release and loading manifest
sending.
First, for LCL goods, all corresponding customs declarations must be released before the release of the master air waybill can be
triggered.
If there is an unchecked redundant manifest in the LCL or part of the LCL has not been released, it will affect the release of the 
master air waybill.
Second, after the master air waybill is released, the loading manifest sent needs to be consistent with the pre-allocated manifest
 information, especially information such as box number, gross weight, and number of pieces.
Shipping forwarders, freight forwarders, LCL companies, customs brokers, etc., are requested to further strengthen contact and
 cooperation, operate in strict accordance with procedures, adjust corporate system functions and optimize operating procedures
 as soon as possible to ensure a smooth transition of the switch.
Indonesia and China's local currency settlement mechanism officially launched
The Bank of Indonesia (hereinafter referred to as the "Bank Indonesia") announced on September 6 that, in accordance with the
 memorandum of understanding signed between the bank and the People’s Bank of China on September 30, 2020, the two parties
 will officially initiate settlement between Indonesia and China in local currency from September 6, 2021. Mechanism (hereinafter 
referred to as "LCS").
This move is an important milestone in the deepening of monetary and financial cooperation between the central banks of the two
 countries. It will help to form a direct quotation between the Indonesian rupiah and the renminbi, expand the use of local currency
 in the economic and trade exchanges between the two countries, and promote trade and investment facilitation.
According to reports, from September 6, 2021, commercial banks such as Industrial and Commercial Bank of China and Bank of 
Central Asia of Indonesia, as franchised cross-currency market makers (ACCD), can handle RMB/Indonesia under the framework 
of Sino-Indonesia local currency settlement cooperation in accordance with relevant regulations. Rupee-related transactions.
Bank of China Hong Kong Jakarta Branch and Bank of China have been selected as franchised cross-currency market makers, 
which can carry out settlement of current account and cross-border investments in RMB and Indonesian rupiah, and conduct direct 
quotation transactions between RMB and Indonesian rupiah.
The GSP certificate of origin for the Eurasian Economic Union ceases to be issued
On September 23, 2021, the General Administration of Customs issued Announcement No. 73 of 2021: Starting from October 12, 
2021, the customs will no longer issue GSP certificates of origin for goods exported to Eurasian Economic Union member states. 
If the shipper of goods exported to a member country of the Eurasian Economic Union needs a certificate of origin, it can apply for
 the issuance of a non-preferential certificate of origin.
China-Chile Customs AEO Mutual Recognition
In March 2021, the customs of China and Chile formally signed the "Arrangement on the Mutual Recognition of the Chinese 
Customs Enterprise Credit Management System and the Chilean Customs "Certified Operator" System between the General 
Administration of Customs of the People’s Republic of China and the Customs Administration of the Republic of Chile" Referred to 
as the "Mutual Recognition Arrangement"), it was decided to be officially implemented on October 8, 2021.
When customs clearance of import and export goods, the customs of China and Chile will give each other's AEO companies the
 following customs clearance facilitation measures:
In accordance with relevant customs regulations, speed up customs clearance by reducing document review and applying a lower
 inspection rate to imported and exported goods; priority inspection is given to goods that require physical inspection;
The designated customs liaison officer is responsible for communicating and solving the problems encountered by AEO companies
 in customs clearance; priority will be given to rapid customs clearance after the international trade interruption resumes.
